    The Seoul Metropolitan Police Agency announced the arrest of a man for brokering prostitution and disseminating indecent materials as defined by the Act on Promotion of Information and Communications Network Utilization and Information Protection, Etc (the Network Act). His case has been transferred to the Prosecutors’ Office.

     

    The 37-year-old man was a former operator of SoraNet, the largest website that solicits prostitution in South Korea. When his site was forced to close in December 2015 following a large-scale police crackdown, he hired a professional producer of pornographic websites to open a new version on a server based in Japan.

     

    By providing membership to male users who posted pornographic materials and reviews of their experiences with prostitution on the site, he is estimated to have brokered about 14,000 incidents of prostitution. He charged sex buyers 100,000 to 150,000 won per incidence of prostitution and took 10,000 to 40,000 won for a brokering fee, collecting 280 million won in profit from July 2013 to January 2017. He frequently changed the address of his site in order to circumvent police monitoring and broadcast the new address on Twitter as a countermeasure to the blockage of access to his site by the Korea Communications Standards Commission.

     

    Another case of the dissemination of indecent materials in accordance with the Network Act by another man, aged 40, who operated sites that solicit prostitution and posted some 1,600 individual indecent materials, was transferred to the Prosecutors’ Office. The person who created the site for the former SoraNet operator was also transferred to the Prosecutors’ Office on charges of the advertisement of prostitution and dissemination of indecent materials. Allegedly, the website producer created eleven prostitution sites for the former SoraNet operator and received 0.7 to one million won per site.

     

    Having identified and closed a total of eleven sites based on overseas servers, the police announced that they would continue to monitor illicit websites in cooperation with relevant organizations, including the Korea Communications Standards Commission.
