    A recent court ruling acknowledged for the first time ever that the state proactively justified or promoted prostitution by superintending red light districts around US military bases as a means to consolidate its military alliance with the US and earn foreign currency. On February 8, the Seoul High Court ruled that the state violated its obligation to protect the human rights of its citizens by exploiting the rights to sexual autonomy and human dignity of prostituted women, and therefore should compensate all of the 177 plaintiffs for its illegal act.

     

    Compared to the initial ruling made last January, which limited the state responsibility to having separated out women who tested positive in a STD exam and confining them in a detention center called the “Monkey House”, the second ruling recognized for the first time the state’s accountability for operating red light districts around US military bases. Prostituted women were registered with police stations and/or public clinics and regularly examined for STDs.

     

    “Rather than simply overlooking prostitution around US military bases or regulating it at only a minimum level, the state actively promoted and justified it by providing patriotic education to prostituted women and praising them as patriots who earned foreign currency for the country,” stated the ruling.
