    In 2017, the Korea Communications Standards Commission issued correction orders for 84,872 cases of illegal and harmful content distributed on the Internet. Major characteristics of these correction orders are as follows:   

     

    Orders to block access to illicit overseas content amounted to 66,659 cases, or 78.5% of total correction orders (84,872 cases). This was due to the great number of illegal content using overseas services as a means to evade domestic laws and police crackdowns.

    In terms of content, the majority was related to prostitution and indecency with 30,200 cases (35.6%), followed by gambling. Among these, 28,623 cases (94.8%) were pornographic content that presents human genitals or sexual acts in detail.

    As for sites, Tumblr, Twitter, and Google ranked in this order of frequency for overseas sites, while Naver, KakaoTalk, and Ilbe Storage were the most frequent offenders (in that order) among domestic sites. The prostitution-related and indecent content on Tumblr amounted to an overwhelming majority with 74.4% (22,468 cases) of the 30,200 total cases subjected to a correction order.

    What is especially notable is the rise in the number of correction orders issued based on user complaints: 18,789 cases in 2017 compared to 8,450 cases in 2016 (up by 122.4%). This can be attributed to increased public awareness of the harms of indecent online information.

     

    In relation to the pan-governmental measures to address digital sex crimes announced on September 26, 2017, the Commission will establish a fast-track deliberation system in order to speed the deliberation process, and it will create a dedicated digital sex crime taskforce.
